Cebu Pacific Airlines travels only to Kalibo Airport which is approximately 2 hours+ from the airport in Kalibo to the Boat Jetty where you catch a boat to Boracay Island. This route is NOT RECOMMENDED because of the long bus ride. The RECOMMENDED ROUTE is to Caticlan Airport which is located only 5 mins away from boat jetty making the transfers very simple. Also, going the Kalibo route you will loose at least half a day of your Boracay Vacation just doing transfers.
